MINUTES OF THE ANNUAL MEETING OF AUCKLEY PARISH COUNCIL

HELD ON WEDNESDAY 12TH MAY 2010 COMMENCING AT 7.00 P.M.

AT THE AUCKLEY PARISH CENTRE

1.   Election of Chairperson

      Mr. Featherstone proposed Mrs. Worthington to serve as Chairperson, the proposal was seconded by

      Mrs. Platts, and Mrs. Worthington was duly elected.

2.   Election of Vice Chairman

      Mrs. Platts proposed Mr. Featherstone to serve as Vice Chairman, the proposal was seconded by

      Mr. Warrender, and Mr. Featherstone was duly elected.

3.   Public Participation – None.

4.   To Receive Apologies – None received.

5.   Declarations of Personal and Prejudicial Interests – None declared.

6.   To Approve Minutes of the Last Meeting Held on 14th April 2010

      The minutes to be amended to include that Mr. Swainston declared a personal interest in Item No. 24 (d)

      (Planning application at Torne View).  The minutes were then accepted and signed as a true record.

7.   To Make Appointments to Outside Bodies

      a)   PCJCC – Mrs. Worthington

      b)   Airport Community Sub- Committee  -  Mr. Swainston

      c)   Parish Centre Committee  -  Mr. Warrender and Mrs. Caygill

8.   To Nominate Auckley Charity Trustee

      Mrs. S. Platts was nominated as a Trustee.

9.   Matters Arising from the Above Minutes

      a)   Provision of New Chamber for Christmas Tree – DMBC staff have placed concrete slabs one either

            side of the opening where the Christmas tree will be fitted, and a third slab has been placed across

            the top to prevent water from entering the socket.. The Clerk is to contact DMBC and enquire

            whether the slabs comply with health and safety.

b)      20 mph Speed Limits – A reminder to be sent to Mayor Davies.

c)       Derelict Building – Members reported the building continues to deteriorate.  A reminder to be sent.

d)      Double Yellow Lines – DMBC Highways Officer has asked the Enforcement Team to inspect the lines and been assured that the lining is fit for purpose, and they will continue to issue penalty charge notices and pursue all non-payments in the usual way.  Complete.

e)       Ponding of Water on Highways – Community First Officer asks Council to identify the specific location of the ponding of water on First Avenue because it is not adopted.  The Clerk is to send a map pinpointing the location of the ponding .  Highways Dept. has been reminded of water standing outside No. 43 Main Street.     

f)        Potholes, Gatehouse Lane – Community First Officer reports that the potholes have been repaired and the Drainage Section is to inspect the gullies.

g)       Overgrown Footway, Gatehouse Lane – This has now been cleared.

h)       ‘Kitchen’ Sign at Mosham Quarry – This matter has been referred to DMBC Highways Officer.

i)         Request For Safe Crossing Gatehouse Lane/Mosham Road – DMBC Highways Officer advises that provision of a crossing was considered when traffic lights were installed and it was concluded this was not necessary, due to the very low numbers of pedestrian crossing movements in the vicinity of the junction.  Some improvements were incorporated into the overall project by re-locating the existing crossing point further from the junction to improve visibility of oncoming traffic and of pedestrians, and replacement of the existing steps with a ramp.  This is some way from the junction, however, due to the junction bend and speed of traffic, he considers this is the safest place to cross.

9.   Matters Arising (continued)

j)        Faded ‘Stop’ Lines, Mosham/Gatehouse Junction – DMBC advises that the markings are included in their works programme however, due to road closures and wet weather, the works have been delayed,  but hopefully the work will be undertaken in the near future.

k)      Damaged Verge, Hayfield Lane – Community First Officer is to seed the damaged area.

l)         Rumble Strips on Railway Bridge – Highways Officer advises that the original rumble strips were put in as a trial but proved unsuccessful, and this type could not now be used due to the absolute minimum recommended distance of 200m from residential property.  Therefore the replacement is a normal red surface treatment without an audible warning element.

m)     Damaged Surface of Footway, Thorncliffe Gardens – Highways Officer reports this is only scabbing of the surface and therefore no action is to be taken.

n)       Encroachment of Recreation Ground – Members of Council reported that the resident in question has not complied with the request to withdraw back to the correct boundary and has failed to remove topsoil and bricks, etc. as requested.

RESOLVED – Agreed to write and ask solicitor to go back to Court and re-commence proceedings with immediate effect as there has been a clear breach of the Order.

            Following the April meeting Council had written to the resident’s neighbour requesting the removal

            of trees and fencing.  He replies that the shrubs and fencing will be removed in the near future.

o)      Horses Grazing on Charity Land – It was reported there is currently only one horse grazing on land.  RESOLVED – The Clerk to contact the DMBC Liaison Team to ask if they could facilitate the

      removal of the horse/horses before the Gating Order is implemented.

p)      Willow Farm – Council was informed that the Environment Agency has considered the Flood Risk

Report and the expectation is that the Agency will make no objections to the Planning Committee.

q)      Fishing Rights on River Torne – Pending.

10. Community Police Report

      P.C. Pyle reported on the following:

      Crime Figures - Crime figures have increased in the Safer Neighbourhood Area, including 10 burglaries,

      with offenders gaining access mainly via patio doors and windows.  Extra patrols and tasking teams are being deployed to address the situation.

      Common Lane – There have been 39 incidents in the past 2 years including stolen burnt-out vehicles,

      stolen cars, drivers convicted for speeding, problems with motor bikes, fly tipping, cannabis offences,

      minor assaults and suspicious issues.

      Horses Grazing on Charity Land – P.C. Pyle reported that he recently spoke with the owner of horses

      seen on the land, and they were subsequently removed.

      Speed Camera – The camera has been operated in the village 13-14 hours over the past 2 months.

      Re-structuring of Police – Council was informed that P.C. Pyle will now be deployed wholly at the

      Airport and P.C. Julie Gibben will have responsibility for Auckley and nearby villages, together with

      one PCSO who will also be shared between villages.

      RESOLVED – It was agreed to write to Inspector Cowling and express Council’s concerns that there

      are 5 Police Officers based entirely at the airport, but only 1 Officer for all the local villages – particularly

      at the current time with the increase in crime statistics.  There is also concern that the PACT meetings are

      only being shared between Bawtry and Tickhill, with none to be held in the villages.

11. District Councillor’s Report

      Mrs. Schofield reported that she has had talks with Inspector Cowling and has, in addition, organised a

      meeting with an Inspector and Co-ordinator to discuss why local villages are not seeing a larger Police

      presence.

12. To Consider Quotation to Undertake Periodic Electrical Inspection and Report

      Select Electrical Ltd. quotes the sum of £87.71 + VAT to carry out a Periodic Electrical Test and

      Report on the pavilion before the Auckley Show.

      RESOLVED – Mr. Featherstone proposed that Council accept the quotation, this was seconded by

      Mr. Warrender, and the motion was carried.

13. Application from Auckley Show Committee for Financial Support

      The Show Committee has asked whether Council would consider giving a donation towards the cost of

      the marquee which is the largest expense for the Show.  Although it is planned to extend the marquee this

      year, the Committee has managed to obtain a quote similar to last year’s.  Council, whilst supportive of

      the Show, made the point that it currently has a number of demands on its resources.  

      RESOLVED – Following discussion, Mr. Swainston proposed that a donation of £900 be given, the 

      same amount as last year. The proposal was seconded by Mr. Warrender, and the motion was carried.

14. To Consider Insurance Quotations

      Three firms had been invited to submit quotes for Council’s insurance for 2010/2011, and two replied as

      follows:       Zurich Insurance                       £1,209.95

                        Came & Company                      £898.11

      or £853.77 if Council enters into a binding agreement with Aviva for 3 years until 2013.                                                                          

      RESOLVED – Mr. Featherstone proposed that Council accept the quotation from Came & Company and

      enter into a 3 year agreement.  Mrs. Platts seconded the proposal, and the motion was carried.

15. To Discuss Handyman’s Disposal of Rubbish

      Council’s Handyman has for many years been supplied with a larger than normal wheelie bin which

      enables him to dispose of litter he collects from the streets and play areas along with his normal domestic

      refuse.  However recently the lid has become detached from the bin and DMBC has informed the Clerk

      that they will only replace this bin with a normal-sized one. 

      RESOLVED – It was agreed to ask the Neighbourhood Manager if an additional bin could be supplied

      which Council will then fund to have emptied.

16. To Consider Tree Survey

      ‘Need a Hand’ has carried out a comprehensive survey of all the trees and bushes on Riverside Park with

      recommendations for their maintenance. 

      RESOLVED  - It was agreed to ask for an itemised quotation for each area.

17. Report of Members’ Inspection of Riverside Park

      Mr. Featherstone reported that the area overall was quite neat although strimming of grass and other

      vegetation is required on the triangular piece of land between Sandhill Rise and Ainsley Court, also the

      rear of Sandhill Rise, round the copses, base of poplar trees and perimeter near river.  The access onto the

      field from River Way has sunk and requires attention.

      RESOLVED – Veolia to be requested to strim all the missed areas.  The Neighbourhood Manager to be

      asked whether DMBC could give advice re. the sunken area near River Way.

18. To Receive Report on Playbuilder Consultation

      Two Members and Clerk met with DMBC staff on Riverside Park where photographs were displayed of

      Playbuilder schemes, and attendees were asked to complete a questionnaire.  Public attendance was poor.

      DMBC staff are also to visit schools and ask the children what play equipment they would prefer.

19. To Consider Council’s Contribution Towards Additional Play Equipment       

      It was agreed to write and inform Ann Sims that Council has agreed to contribute the sum of £22,500

      towards equipment, and there is the Section 106 monies which will be additional to that supplied by the Playbuilder project.  Council would prefer a bonded rubber surface such as the one at Hexthorpe where needles, etc cannot be hidden.    The Clerk to enquire what funds Council is required to set aside for maintenance.

20. To Decide Items for Newsletter

      It was agreed to feature the following items in the ‘Arrow’ newsletter:

      A welcome to Julia our new member of Council and a thank you to Lynn who has recently resigned.

      Casual vacancy as a result of Mrs. Allwood’s resignation – co-option will take place at the June meeting.

      DMBC Consultation at Riverside Park and schools to determine what play equipment children prefer.

      Council’s financial support for Auckley Show

      Problems of dog fouling

21.  To Discuss Highway Matters

       a)  Hurst Lane – Sand from quarry is being dragged onto highway.  Three manhole covers are sinking at

            the entrance to the quarry, and gullies are again filled with sand.  The verge from the railway bridge

            to the traffic lights does not appear to have been seeded.  To be reported to Neighbourhood Services.

b)      Rubbish Collection – A resident reported that she narrowly missed being showered with broken glass when walking past the recycling lorry because glass bottles were being thrown into one of the compartments, and shattered glass fell onto the pavement.  Neighbourhood Services to be informed.

c)      Dog Fouling – Fouling is particularly bad on Ellers Lane and Spey Drive.  Neighbourhood Services

to be asked whether it would be possible to re-locate the bin opposite No. 43 Ellers Lane and make it dual-purpose for both litter and dog waste. A request to also be made for new ‘Clean It Up’ stencils 

22.  To Discuss Recreation Matters

       a)   Riverside  Car Park – The newly surfaced corner area is sinking.  Members to monitor weekly.

       b)   Public Footpath No. 2 – It was reported that a hole has appeared on the surface of a small bridge

             which forms part of the footpath near Insley Plantation.  Footpaths Officer to be informed.

d)      Public Footpath No. 7 – Footpaths Officer to be made aware that crops are growing across the footpath on the stretch running from the access road to the wood.

23.  To Receive Report on Meetings:

       a)   Hayfield Lane Recreational Project – The issue of toddlers play equipment was discussed. 

             The total budget for the project is estimated at £3.5 million.

b)      Visit to Airport – Members and Clerk had a very interesting and enjoyable visit.  The Clerk to contact the Airport Secretary to see whether Mr. Payne would be able to visit at a later date.    

c)       Charity Trustees’ AGM Meeting – No movement on sale of land.  An outing to be arranged for later in the year.  There are currently only 3 Trustees.

24.  To Consider Planning Application:

       No. 10/00866/FULFT – Erection of single storey pitched roof extension to rear of semi-detached house

       29 Hawthorn Road, Auckley  - Council had no objections or comments to make.

25.  To Report Decisions Made by DMBC Planning Committee

       Planning permission was granted to the following applications:

a)      No. 10/00649/FUL – Erection of conservatory to rear of house  - 9 Childers Drive, Auckley

       b)   No. 10/00099/FUL – Erection of two storey pitched roof extension to side - 47 Common Lane

       c)   No. 10/00758/FUL – Erection of pitched roof single storey extension to rear of Post Office and

             takeaway following demolition of existing annexes (being resubmission of app. 09/03104/FUL

             withdrawn on 04.03.2010)     Post Office, Hayfield Lane, Auckley

 26.  Signing of Cheques (continued)

        Council has received an invoice from N Power in the sum of £98.76 for Christmas tree lighting which

        comprises £28.06 for electricity and £66.00 administration costs plus VAT.

        RESOLVED -  It was agreed to send a cheque in the sum of £29.46 in payment for electricity only  

        plus VAT, and request an explanation for the prohibitive administration costs.
