MINUTES OF THE MEETING OF AUCKLEY PARISH COUNCIL
HELD ON WEDNESDAY 11TH NOVEMBER 2009, COMMENCING AT 7.00
P.M.
AT THE AUCKLEY PARISH CENTRE

1. Public Participation - A resident of Sandhill Rise wished to discuss a long-standing issue concerning an area of land to the rear of his garden. He was advised that this matter was to be discussed later and he would be given the opportunity to speak at that time.
2. To Receive Apologies - None received.
3. Declarations of Personal and Prejudicial Interests – None declared.
4. To Approve Minutes of the Meeting Held on 14th October 2009
The minutes were approved and accepted as a true record.
5. Matters Arising from the Above Minutes
a) Flower Tubs – The Chairman of the Auckley Gardens & Allotments Association confirms that the
Association will provide and plant flowers and compost in the 3 tubs at

Missing Seat and Litter Bin – A new seat and litter bin have been installed on
c) Nisa Site – The proprietor of the Nisa Store advises that the grass to the rear of the store has been
cut by the contractor appointed by the Hayfield Village Association for the past 8 years, however,
this year it was not cut. He has now arranged for the grass to be trimmed and a new contractor will
keep it tidy next year. Regarding the prefabricated building – plans will be submitted soon for a new
rebuild that will house the new supermarket, and the existing store will be replaced with a parade of
small retail outlets.
RESOLVED – Agreed to write and ask Peel whether they own the supermarket and car park and, if
so, are there conditions in place stipulating that tenants keep the site neat and tidy.
d) Extension of Garden Onto Recreation Area - The resident who has extended his garden suggested that a compromise be reached between himself and Council to eliminate the need for a court case which is due on 27th November. Council was adamant that unless the resident re-instated his boundary back to that shown by the Land Registry, then the court hearing would go ahead. Council required a written confirmation from his solicitor that the boundary would be re-instated back to its original position and an agreement that the resident would not trespass again in the future. The resident is to consult his solicitor on this matter.
The Clerk is to meet with Council’s solicitor to confirm exactly where the boundary lies.

BT Telephone Kiosk – ‘Need A Hand’ has fitted a shelf,
together with a pen on a chain. Two of
the windows are without glass. ‘Need A
Hand’ to be asked for a quotation to fit 2 x ‘Lexon’ windows.

Establishment of Youth
Club – Mr. Payne is to meet with the Neighbourhood
Manager on

i) Public Footpath No. 7 – Footpaths Officer has inspected the 2 notices erected on the non-definitive paths indicating that use of them is by permission. These are acceptable, however one of the notices has been erected at the junction of the cross-field section of PF 7 and the airport access road which is misleading because the path is definitive and not permissive, and she has contacted the landowner to ask for its removal, and also requested that the line on the ground of the cross-field path is made apparent to walkers. It has been arranged for the path to be ‘Waymarked’ and signed.

j) Public Inquiry Re. Path at Sandhill Rise – It was reported that the Inspector has confirmed the Order to
add Public Footpath No. 8 to the Definitive Map. DMBC Legal Dept. will now formally advertise the
confirmation in the press and on the site, and the objector has 6 weeks from the advertisement being
displayed to challenge the decision in the High Court. If no challenge is made the resident in question
will be requested to remove the obstruction from the footpath . A site visit will take place to see if
there is a suitable location for a sign to be erected.
k) Road Surface Outside Blaxton Quarry – DMBC Highways Officer has inspected the site and feels it
would benefit from some patching work before it deteriorates further.

m) Non-Functioning Pedestrian Crossing – Pending.
6. Community Police Report
P.C. Pyle reported on the following:
Hayfield Estate - There has been a spate of burglaries and garage break-ins on the Hayfield Estate.
Four people living near Harworth have been arrested in connection with these crimes.
Anti-Social Behaviour,
The Copse – P.C. Pyle and PCSO’s have been visiting the copse on a regular basis, but nothing observed.
Speed Camera – A number of drivers have been given warning letters for exceeding the speed limit on the
Parking Near School – P.C. Pyle or PCSO’s will monitor parking near school in the next week.
Neighbourhood Team – The Team has been reduced by 2 officers. P.C. Pyle is now responsible for both

7. District Councillor’s Report – The District Councillor did not attend.
8. To Consider Quarterly Internal Audit
The 2 designated Members, Mr. Butterfield and Mr. Cockett, have checked the audit and signed it as
correct. RESOLVED - Council agreed to accept the audit.
It was agreed to ask at the next meeting whether any other Members are willing to undertake the audit.
9. To Consider Quotation to Trim Trees at Sandhill Rise
A quotation has been received from ‘Need A Hand’ to substantially reduce the height of 3 trees at the rear
of No. 21 Sandhill Rise. A further quotation to be invited from Mr. Barrass.
10.To
Consider Quotation to Undertake Annual Inspection of
A quotation received from ‘Need A Hand’. The Clerk to ask DMBC’s Arboricultural Officer whether he
would be willing to undertake the inspection, and whether there would be a charge for this service.
11.To Consider Making a Donation to The Ramblers’ Association
Members of Council expressed their thanks to Mr. Harker, Secretary of the local Ramblers’ Association,
for representing Council at the recent Public Inquiry.
RESOLVED – Following discussion Mr. Featherstone proposed that a donation in the sum of £100 be
given to the Ramblers’ Association. The proposal was seconded by Mr. Butterfield, and the motion was
carried.
12.To
Consider Making a Donation to
Members of Council were grateful to members of the Association for planting and maintaining flower
tubs on the village green and the pinfold, including frequent watering of the plants during the recent dry
summer.
RESOLVED - Following discussion Mr. Featherstone proposed that a donation in the sum of £250 be
given to the Association, this was seconded by Mr. Butterfield, and the motion was carried.
13.To Consider Provision of Tower Lights to Illuminate Carol Singing
Council was informed that the cost of 2 tower lights to illuminate the area in 2008 was £105, and it is
estimated this year it will be approx. £111.
RESOLVED – Mr. Butterfield proposed that Council agree to the lights being provided, this was
seconded by Mr. Featherstone, and the motion was carried.

14.Report of Meeting with Agent for ‘Record’ Play Equipment
The meeting scheduled for 10th November was cancelled and re-organised for Tuesday, 17th November.

16.To Discuss Highway Matters:
a)
Non-Functioning Street Lamps – DMBC to be informed of 2 unlit lamps
on
b) Bricks on Pavement – Council was informed that a pile of bricks has been left for several months on
the footway at

Collapsible Bollard – The bollard on
d) Wheelie Bins – Concerns were expressed that since the collection day was moved from Friday to Monday there have been 2 occasions when the bins were not emptied on the scheduled day, as a result of which bins were left on footways overnight. DMBC to be asked why this occurred.

17.To Discuss Recreation Matters
a)
Signs on River
northern banking of the river stating that the area is now for the use of the Scunthorpe Pisces Angling
Club and no day tickets will be issued. The Clerk to write to Gavin Holloway of Environment Agency
to enquire whether this is permissible.
b) Broken Slab – The Clerk to write and ask whether DMBC would be able to supply and fit a new cover
for the Christmas tree socket on the village green to replace the existing one which is broken.
c) Overgrown Trees – A resident of Sandhill Rise has asked DMBC staff to inspect high conifer trees in
nearby gardens that are making his garden very dark. DMBC has advised him that unfortunately there
is nothing the Authority can do because these are private gardens, but maybe the Parish Council might
be able to help.
RESOLVED – Members were agreed that this is a matter for the individual residents to sort out rather
than the Parish Council.
18.Members’ Declarations of Interest
All Members have been given a Declaration Form and information on how to complete the form if they
receive any gifts or hospitality with an estimated value of at least £25.
19.Report of Meetings:
a) PCJCC Meeting – The meeting was advised on the following:
The Double Rating Grant is to remain at last year’s level
An officer from the Planning Dept. is to attend the next meeting to advise on the proposal to send
planning applications to Councils electronically.
Mayor Davies is to look into funding for electronic equipment
b) Report on PACT Meeting on 22 October
New Inspector, Andrea Cowling, replaces Mark Payling
Cars and garage break-ins – already reported by P.C. Pyle.
Motorbike nuisance at Blaxton Quarry – one resident has received a warning, next time it will result in his bike being confiscated.
Litter – DMBC continues to monitor. Police and Community First Officer have currently seen very little to cause concern. Fines are issued for littering. This item to remain on key task list.
c) Airport Consultative Meeting – Mrs. Worthington is to ask about Community Funding.
d) Hayfield Recreation Project – Mr. Swainston has contacted all Members of Council to ask if they support the plan to engage professional services for the project. Next meeting is 12 November.
