MINUTES OF THE MEETING OF AUCKLEY PARISH COUNCIL

HELD ON WEDNESDAY 11TH JUNE 2008 COMMENCING AT 7.00 P.M.

AT THE AUCKLEY PARISH CENTRE

1.   Public Participation
      a)   Cars for Sale at Main Street -  A member of the public expressed serious concerns that a number

            of vehicles displaying ‘For Sale’ notices on their windscreens are being parked in the front garden

            of a property at Main Street, Auckley, and up to 4 cars are parked on the B1396 near a blind bend.

            The resident was advised that this was an agenda item and would be discussed later in the meeting   

b)      Enquiry Re. Public Footpath No. 7  -  A resident asked whether it is still possible for walkers to use Public Footpath No. 7 and was advised the footpath is still open pending a Planning Hearing.   DMBC’s Footpaths Officer has written to ask the farmer to clear the overgrown path.

a)      Vandalism at Farm – The resident of a Common Lane farm showed members of Council two strands of barbed wire left by vandals in a field where her horses regularly walk.  She also reported that their gate and fencing near the riverbank have recently been vandalised. The resident was advised to report these matters to the Police.

2.   To Receive Apologies – Received and accepted from Mr. P. Cockett.

3.   Declarations of Personal and Prejudicial Interest – None received.

4.   To Approve Minutes of the Previous Meeting Held on 14th May 2008

      The minutes were accepted and approved as a true record.

5.   Matters Arising from the Above Minutes

      a)   Hanson Quarry – A meeting has been arranged on 17th June with the Quarry Manager  

b)      Dilapidated Building, Hayfield Lane  - A reminder to be sent to Planning Enforcement.

c)      Senior Citizens’ Outing – 39 replies have been received, and several non-residents have   expressed an interest in going on the outing if seats are available. 

d)      Blocked Public Footpath No. 7 – Footpaths Officer advises she has written to the landowner to ask him to arrange for the overgrowth around the stile and sign to be cut back.

e)      Request for Provision of Fence, Lamp and Signs at Spey Drive Play Area – No response to

      two letters.   Mrs. Schofield is to take up this matter with DMBC.

f)        Potholes, Hurst Lane – It was reported that holes have been repaired on the railway bridge rumble strip and in front of the Hayfield Lane Primary School.

g)      Soakaway at The Green – Community First Officer is to inspect.

h)      Lack of Street Sign at Housing Estate, Hayfield Lane – DMBC’s Street Signs Dept. has informed the Clerk that this matter is being investigated.

i)        Roadworks at Hurst/Hayfield Lane Crossroads – According to DMBC’s weekly list the roadworks are being carried out for drainage purposes. 

j)        Goal Posts – Veolia’s Contract Manager has informed the Clerk they are unable to remove the posts - a tractor will be required to hoist them out of the sockets at a cost of £110.   The Football Manager has advised that the posts need to be removed to allow the goal mouths to regenerate in time for the new season, and the Clerk has instructed Veolia to remove them forthwith.

k)      Web Master – The Web Master’s contract is now due for renewal.

RESOLVED – Mr. Featherstone proposed that the contract be renewed at the same price as last year, i.e. £300 + VAT for the year.   This was agreed.

l)        Increased Number of HGV’s on B1396 – Tony Ashton, Police Traffic Management advises that the B1396 is the prescribed route for HGV’s travelling from all the quarries around this area and with an increasing number of mineral extraction operations it is likely that more movements have occurred.  In reality the B 1396 is the only feasible option.  There is no way drivers can be compelled to use a certain route.

5.   Matters Arising (continued)

m)    Request for Pedestrian Crossing  - Pending.

n)      Problems Re. Parking Outside Fish Shop – Pending.

6.   Community Police Report

      Crime Figures -  P.C. Brian Pyle reported the following crime figures from 1 May – 11 June:

      3 assaults, 6 of damage, 4 thefts, 1 drug-related offence, 3 burglaries.

      Cars Parked on Highway

      P.C. Pyle reported that Police have visited No. 67 Main Street and requested the owner to remove vehicles from the highway.  He will ask colleagues to visit during his days off duty, and he will monitor again over the weekend.

      Items Raised by Members of Council for Attention of Police:

a)      Motorists parking on double yellow lines outside Ellers Lane shops.  Council advised to contact

Parking Manager, Tony Bidmead to ask for Traffic Wardens to visit.

b)      A van parked on Common Lane half on pavement, and one parked near the Ravenswood Drive/Common Lane junction. P.C. Pyle is to check these vehicles.

c)      Young people creating a nuisance on Spey Drive play area, some riding motor bikes on the ground, and others being driven into the village carrying bottles of beer.  Police to monitor.  

7.  District Councillor’s Report

     Mrs. P. Schofield reported on the following:

     Lack of Play Area -  Sue Borrington and Mrs. Woodcock have held a meeting with regard to the lack of play facilities at the Hayfield Estate and have concluded that the only area available would be on part of the field at Hayfield Lane.ayfield H

 

     Mosham Road Quarry – Mrs. Schofield has complained to DMBC regarding the disgusting state of the road outside the quarry where mud and soil is being dragged out onto the highway.  Also the unsightly concrete blocks adjacent to the highway.   The Planning Dept. advises that the quarry is working within regulations and has been granted a Certificate of Lawful Use on Appeal. 

      RESOLVED – It was agreed to write and reiterate complaints regarding the state of the road and ask Planning Dept. what is covered by the Certificate of Lawful Use.

      Flexible Budget – In reply to Council’s query on this matter, Mrs. Schofield advised that the flexible budget allocation for 2008/2009 is the same as last year, i.e. Revenue £11,250, Capital £3,700 and  

      Capital Highways £3,018.  Members are to discuss a priority project for funding.

      Discharge of Oil Into Drain – Mrs. Schofield has noticed traces of cooking oil around the drain in the middle of the Ellers Lane car park, and will take this up with Environment Dept. 

8.  To Consider Internal Auditor’s Report  

     The Internal Auditor reports there are no matters that he needs to bring to Council’s attention, and he

      is therefore happy to complete and sign Section 4 of the Annual Return.  He notes the External

     Auditor’s comments regarding the charity and the Clerk has explained that action has been taken to

     make separate accounts for the charity for the next financial year.  The accounts have been kept to a

     high standard, and he thanks the Clerk for presenting them in an orderly manner.

     RESOLVED – Council accepted the Internal Auditor’s Report.

9.  To Consider Application for Funding Towards Purchase of Speedgun

     Police Sergeant of Safer Neighbourhood Team expresses his strong support for Council’s decision to

     work together with the Police in order to tackle the problem of motorists speeding in villages.  One

     option is the purchase of a a Unipart SL7 Speedgun at a cost of £2,114, plus a yearly calibration

     charge of £134, and he is asking local Parish Councils to contribute towards the purchase.

     Council was informed that the Parish Councils of Finningley and Cantley with Branton have each

     pledged the sum of £300 towards the Speedgun.

     RESOLVED – Following discussion, Mr. Featherstone proposed that a donation in the sum of £300

     be given towards the Speedgun.  Mrs. Hunter seconded the proposal, and the motion was carried.

     The donation is to be made under Section 137.

10.To Consider Quotation to Level and Seed Land at Main Street

     Two firms were invited to submit quotations, but only one has been received from Veolia.  It was

     agreed to write and invite quotations from North Notts Landscapes and ‘Need a Hand’.

11. To Discuss Encroachment of Recreation Ground

      Council is awaiting a reply from solicitor.

12. To Discuss River Torne Project

      Mr. Holloway feels it would be beneficial for himself and a Parish Council representative to meet on

      site with the adjacent landowner to discuss the fence and its removal.  A date to be arranged.

13. To Discuss DMBC’s Recommendations for Proposed Playground

      The Area Support Assistant makes some recommendations regarding the proposed play equipment,

      i.e. different siting of bins, provision of  hard surfaced pathway to the facilities, self-closing gate  in

      the junior area, hard surface under teenage shelter, etc. 

      RESOLVED – The Clerk to write and advise that Council’s agent is only just beginning the process of applying for funding, and therefore Council is unable to comment on the recommendations at the moment.  All the points raised will be considered when the scheme is more advanced.

14. To Discuss Possible Trading at Domestic Property

      Council reported that unauthorised trading of motor vehicles appears to be taking place at No. 67 Main Street which is a domestic property.  Several cars displaying ‘For Sale’ notices on their windscreens are parked in the front garden, and on the B1396 in front of the property as many as four vehicles have been parked, also displaying signs.  In addition, in recent days a large sign has been attached to the front railings advertising ironing services.  The cars are a traffic hazard, being parked close to a blind bend in the road.  After a visit by the Police the vehicles were briefly removed from the highway, but later re-appeared.

      RESOLVED  - It was agreed to write to:

      a)  Planning Enforcement re. possible unauthorised trading taking place at the premises,

      b)  Highways Department re. cars on road creating a traffic hazard

      c)  Environmental Dept. re. cars parked in a confined place being a possible fire risk.  

15. To Discuss Highway Matters

a)      Blocked Drains, Hurst Lane – This matter to be raised at the meeting with Hanson management.

b)      Potholes – It was reported that a number of holes have appeared at Gatehouse Lane.  Community

            First to be informed.

c)   Hedges Overhanging Footways  - Community First to be informed of hedges obstructing footways

at Common Lane and the pathway leading from The Paddocks to Rushley Close.

c)      Hosepipe Spraying Water on B1396 -  It was reported that over the past few weeks, during landscaping at Willow Farm,  a hosepipe has been constantly spraying water onto the highway, and a number of motorists have complained their cars have been sprayed as a result.

RESOLVED – Agreed to write to Highways regarding this matter.

16.  To Discuss Recreation Matters

       a)  Strimming of Riverside Park – It was reported that grass around the bollards and copses needs

            strimming. Veolia to be reminded.

b)      Under 7’s Practice on Football Field – Some Auckley residents, with children under 7 who play with the Branton teams at the Hayfield School, have asked whether it is permissible for the children to train some evenings in the middle part of the football pitch.

RESOLVED -  Council had no objections to this practice.   However, if they wish to use the pavilion for changing they will need to write to Council and a possible charge will be made for this facility.

 17.  To Consider Seminars For Councillors

        Mrs. Worthington wishes to attend one of the seminars at a cost of £35.25.  Half the fee has been  

        paid by Cantley with Branton Parish Council, and it was agreed that the remainder would be paid

        by Auckley Parish Council.

18.   Annual Joint Conference at Scarborough

        The conference will be held on 26th/28th September.  Details to be circulated.  Members wishing to

        attend should inform Council at the July meeting.

19.  To Consider Planning Applications:

       The Parish Council had no objections or comments to make in respect of the following applications:

a)      No. 08/01522/FUL – Erection of extensions (activity room and baby room 20.7m x 10.0m; glazed

             area 8.5m x 15.7m; activity room 14.4m x 8.5m) and refurbishment to existing single storey

     on 30th June at Rossington and 2nd July at Thorne. 

23.  To Confirm Date and Time of Next Meeting

       It was agreed to hold the next meeting on Wednesday, 9th July 2008, commencing at 7.00 p.m. at the
