MINUTES OF THE MEETING OF AUCKLEY PARISH COUNCIL

HELD ON WEDNESDAY 10TH JUNE 2009 COMMENCING AT 7.00 P.M.

AT THE AUCKLEY PARISH CENTRE

 

·        Present: -  Mrs. J. Worthington (Chairperson), Mrs. L. Allwood, Mr. P. Cockett, Mr. S. Featherstone,

·        Mr. G. Payne, Mrs. S. Platts, Mr. I. Swainston, Mr. G. Warrender.

1.   Public Participation – None.

2.   To Receive Apologies – Received and accepted from Mr. I. Butterfield.

3.   Declarations of Personal and Prejudicial Interests

      Mrs. Allwood, Mr. Cockett, Mr. Featherstone and Mr. Swainston, as Trustees of the Auckley Charity, all

      declared a personal interest in Item No. 9 (To approve payment of invoice from land agent for services

      undertaken in respect of Charity Land)

      Mrs. Caygill declared a personal interest in Item No. 16 (b) ( Planning application for 9 Myrtle Grove)

 4.  To Approve Minutes of the Previous Meeting Held on 13th May 2009

 5.  Matters Arising from the Above Minutes

      a)   Appointment of Members to Committees – Mr. Cockett advised Council that he is currently

            Council’s representative on the Airport Transport Consultative Committee.

            Council was agreed that Mr. Cockett should continue to serve on the committee.

b)      Narrow Entrance to Public Footpath No. 2 – A reminder to be sent to DMBC’s Footpaths Officer.

c)       Bid For Funding to Provide Play Equipment – No reply from Mr. Hawley, a reminder to be sent.

d)      Untidy Building, Hayfield Lane  -  The Enforcement Officer has collected the required documentation to issue a Section 215 Notice on the owner of the site.  Once he has received details of the compliance date from the Legal Dept. he will inform Council of when the relevant dates are.  He has noticed that a pre-application enquiry has been received from the site but sees no reason not to proceed with the formal action.  He will advise the owner of his intentions.

e)      Traffic Lights – DMBC Highways Officer advises that reconfigurations are to be implemented during the week commencing 15th June to traffic lights at three junctions, i.e. Airport entrance,

      Hurst Lane/Hayfield Lane Junction and the A638/Hurst Lane Junction.  awleyHH

He will also assess whether a longer hood or an alternative measure is needed at the A638/Hurst Lane traffic lights to ensure motorists wishing to turn right on the approach from Bawtry are not confused by the secondary lighting sequence for motorists going straight on towards Doncaster.

f)        Improvement Works to Riverside Park Access  - Work is still awaited to install the bollards and also  to round off the corner of the car park to widen the access for vehicles entering the football field.  

g)       Access to North Bank of River – Gavin Holloway confirms that the Environment Agency has no

comment to make regarding the barbed wire attached to the boundary fence.  The barbed wire does not impact on the Agency’s use of their land.

h)       Blocked Drains – Council was informed that Severn Trent has been inspecting the drains of private householders.  The Clerk to write again to Mr. Bradley of Environmental Health for an update.

i)         Overgrown Hedge Bordering Hurst Lane/Hayfield Lane – Community First Officer has been informed by Urban Eye, the firm responsible for the land, that they will not carry out a full trim until after the bird nesting season in August.  Until then they will merely face the hedge bordering

      Hurst Lane.

      j)    Missing Seat at B1396/School Lane Junction – The Neighbourhood Manager reports that the local

            Ward Members have agreed to fund both a seat and litter bin at this location from the flexible budget.

            RESOLVED – The Clerk to enquire whether DMBC has claimed from the motorist whose vehicle

            demolished the seat.

j)        Smoking Outside The Hayfield School – The Headteacher acknowledges Council’s letter and advises

that he has made the employees involved aware of the situation.

k)      Moles on The Green – A reminder to be sent to DMBC.

l)         Vegetation in Gutters – The Clerk to enquire whether any progress has been made in this matter.

m)     Football Matches Played on the Pitch – Pending.

n)       BT Telephone Kiosk – Pending.

      o)   Bus Timetables – Pending.

6.  Community Police Report

     No member of the Police was available to attend the meeting.

     Council was informed that burglars recently robbed an elderly resident of money whilst in her home at

     Ainsley Close.    

     A PACT meeting was held at Branton on 28th May.  The Police intend to hold a meeting every month and

     the next one is scheduled for Thursday 25th June.

7.  District Councillor’s Report

     Mrs. P. Schofield was unable to attend the meeting and sent her apologies.

8.  To Receive Report from Internal Auditor

     Mr. J. Hutchinson, Internal Auditor, has carried out an Internal Audit.  He reports that there are no

     matters to bring to Council’s attention, and he is happy to complete and sign Section 4 of the Annual

     Report.   The accounts have been kept to an overall high standard, and he thanks the Clerk for presenting

     the accounts in an orderly manner.

     RESOLVED – Council accepted the Internal Auditor’s report.  The Clerk advised that the accounts are

     currently available to members of the public until 3rd July, following which the Annual Return will be

     sent to Auditors BDO Stoy Hayward.

9.  To Approve Payment of Invoice from Land Agent for Services in Respect of Charity Land

     The Land Agent has submitted an invoice in the sum of £402.50 for undertaking work commissioned by  

     the Parish Council since early 2006 in respect of Charity Land at Hurst Lane.   This includes a

     comprehensive survey of the land and a large amount of correspondence.

     RESOLVED – Following discussion, Mr. Payne proposed that the fee is paid by the Parish Council.  

     Mrs. Platts seconded the proposal, and the motion was carried.

10 To Review Web Master’s Salary

     This item is to be discussed at the July meeting.

11 To Discuss Information on Byelaws Regarding Dog Fouling/Dogs on Leads

     The Neighbourhood Manager has checked with DMBC’s Legal Dept. and been advised that DMBC

     will not make byelaws for recreation areas owned by Parish Councils – they must make their own.

     RESOLVED – It was agreed to ask Jubb Signs to quote to provide and install two signs on posts 

     The notices to measure 3 feet x 2 feet, with black lettering on a white background and state that dogs

     must be kept on leads when on the recreation ground and owners must clean up after their dogs.

12 To Consider All-Day and Evening Seminars   

     Cantley with Branton Parish Council has contributed the sum of £35 towards the fee of £100 in order

     for Mrs. Worthington to attend an all-day seminar on ‘Employment’.  Auckley Council was asked

     whether it would also contribute £35, and Mrs. Worthington would make up the shortfall.

     RESOLVED – Mr. Cockett proposed that Council pay the remainder of the fee, i.e. £65.  Mrs. Allwood

     seconded the proposal, and the motion was carried.

     The Clerk, Mrs. Caygill, expressed a wish to attend an all-day seminar on ‘The Freedom of Information

     and Data Protection’ at a cost of £100.

     RESOLVED – Mr. Warrender proposed that Council fund the Clerk to attend the seminar.  The proposal

     was seconded by Mrs. Allwood, and the motion was carried.

13 To Discuss Highway Matters

     a)   Bus Services – The Clerk of Blaxton Parish Council is to arrange for Mrs. Horner of SYPTE to

           meet with representatives of the various local Parish Councils to discuss matters relating to local bus

           services.   A possible date is Thursday, 23rd July.

     b)   Sunken Drain Near Eagle and Child – It was reported that DMBC has marked the drain for attention

           by painting round it with blue paint. 

c)      Potholes – The Clerk is to inform Community First that a number of potholes have appeared on the

      highway in front of the Hayfield Lane Primary School and also on Common Lane.

d)      Rumble Strip on Railway Bridge – In view of the deteriorating state of the rumble strip at Hurst Lane

DMBC to be asked whether a more durable surface is available.

e)      Access Onto Highway – It has been brought to Council’s attention that two householders in the Parish

have constructed vehicular drives on their properties, but no applications to construct dropped kerbs appear to have been submitted.   It was agreed to bring this matter to the attention of DMBC.

13. To Discuss Highway Matters (continued)

f)        Leaning Wall – Council was informed that the brick boundary wall of a property at Spey Drive is leaning in a precarious manner, and there are concerns for the safety of children who walk past this structure on their way to school.  DMBC to be asked to investigate.

g)      Dumped Rubbish – DMBC to be informed that a large amount of rubbish has been dumped on land adjacent to Hayfield Lane.

14.To Discuss Recreation Matters

     a)   Dead Birds – It was reported that a number of dead birds with no obvious injuries have recently been

           found on the street at Nene Grove.  It was agreed to monitor the situation.

b)      High Trees – A resident of Ravenswood Drive has complained that trees in neighbours’ gardens are

blocking light from his garden. 

RESOLVED – Members of Council agreed that the resident must take up this matter with his neighbours, or else the Local Authority.

c)       Request for Tree Trimming – DMBC to be reminded that a number of trees have low branches

sprouting and are in need of trimming on the Spey Drive Play Area and also the village green.

15. To Consider Planning Applications:

      a)   No. 08/02662/FUL – Installation of roller shutters to front and rear elevations of shop

            30 Ellers Lane, Auckley

            Concerns were expressed that the shutters at the front will protrude and look unsightly.   Council

            wondered whether it might be possible to install the shutters behind the front window.  There were

            no concerns with regard to shutters proposed for the rear window.

b)      No. 09/01212/FUL – Erection of ground floor pitched roof extensions to front and rear of detached

bungalow and erection of pitched roof to garage to replace existing flat roof (being re-submission of

application refused under ref. 09/00490/FUL on 27.04.09)

9 Myrtle Grove, Auckley

Council had no objections or comments to make in respect of the above application.

c)       No. 09/01255/FUL – Erection of first floor pitched roof extension to rear

77 Main Street, Auckley

Council had no objections or comments to make in respect of the above application.

d)      No. 09/01292/OUTM – Outline application for Mixed Use Commercial and Industrial Development

on approx. 9.6 ha of land  -  Blaxton Quarry, Mosham Road, Auckley

Council had made a number of comments at its meeting in April with regard to this application.  Since that time the application has been withdrawn and re-submitted.  The Planning Officer has advised the Clerk that plans are the same – apart from the fact that there is no longer a vehicular access onto Gatehouse Lane, merely a footpath link.  A footpath will be provided on the quarry side of Gatehouse Lane, and the firm has contributed towards a new bus shelter.

Members of Council agreed to reiterate their earlier comments.

a)        Invoice From N Power  - Council has received an invoice from N Power in the sum of £69.29 which is for administration costs from 01/04/2008 to 31/03/2009.   The Clerk to write and ask

N Power to supply a break-down of these costs.

b)        Robin Hood Airport Draft Master Plan – Interim Consultation Results Leaflet

c)        Annual General Meeting of CPRE

20. To Receive Report of Meeting With Solicitor Regarding Encroachment of Land

      The Chairperson and Clerk met with the Legal Executive and were advised on progress.

      RESOLVED  - Members of Council unanimously agreed to continue with court proceedings.

21. To Confirm Date and Time of Next Meeting

      It was agreed to hold the next meeting on Wednesday, 8th July 2009, commencing at 7.00 p.m. at
