MINUTES OF THE MEETING OF AUCKLEY PARISH COUNCIL

HELD ON WEDNESDAY 14TH JULY 2010 COMMENCING AT 7.00 P.M.

AT THE AUCKLEY PARISH CENTRE

1.   Public Participation – None.

2.   To Receive Apologies – Received and accepted from Mr. S. Featherstone and Mr. G. Payne.

3.   To Receive Declarations of Personal and Prejudicial Interests

      Mr. Fletcher declared a personal interest in Item No. 8 (To decide football fees for 2010/2011 season)

      Mr. Warrender declared a personal interest in Item No. 20 b) (Planning application to erect dwellings

      at Gatehouse Lane, Auckley)

4.   To Approve Minutes of the Previous Meeting on 9th June 2010

      The minutes were approved and signed as a true record.

5.   Matters Arising from the Above Minutes

      a)   Grass Verges, Hurst Lane – DMBC Grounds Maintenance staff advise that work to re-seed verges

            will not be undertaken until September, as it is likely that the verges may not grow again if they are

            re-soiled and seeded before that time because of dry summer conditions.

b)      Advertisement for ‘Kitchens’, Mosham Quarry – DMBC Highways will carry out a survey to

determine whether signage is on the public highway, and Council will then be advised whether this

warrants any enforcement action.

c)       Public Footpath No. 7 – Council was informed that ‘Waymarking’ has been carried out, but there is

no sign pointing to the wood on land to right of access road   Footpaths Officer to be informed.

d)      Horses Grazing On Land – It was reported that currently there are no horses on the land.

e)       Trees on The Green Area – DMBC Grounds Maintenance staff have been requested to cut back low

hanging branches at the earliest opportunity.

f)        Grille on Drainage Gulley Near Shops – Council was informed that a child had recently slipped and sustained a laceration to her leg on the sharp loose metal.   The Clerk to ask Neighbourhood Services whether it would be possible for the grille to be removed to avoid further injuries occurring. 

g)       Private Wheelie Bin Cleaner – Community First Officer has asked Network Management for advice as to what enforcement action can be taken.

h)       Request for Litter Bin at Bus Shelter Near Eagle and Child – C.F. Officer advises that this request will be put on the list for consideration.   The Clerk to also enquire whether a post-mounted bin could be provided at the bus shelter near the Main Street/Ellers Lane junction.

i)         Overgrown Hedge, Mosham Road – C.F. Officer will make enquiries to ascertain the land owner.

j)        Overgrown Hedge, Norwood Avenue – DMBC advises that hedges are not trimmed until late July due to the bird nesting season.

k)      Leaning Electricity Poles Near River – YEDL confirms ownership and will plan remedial works to try and straighten poles in the next few weeks.  Until then they have stated that the poles are well-fixed underground and are safe.

l)         Hayfield Recreation Centre – DMBC’s Enforcement Officer is to investigate the times of opening and the hole filled with rubbish.

m)     Proposed Play Equipment – The Neighbourhood Manager to be asked for an update on progress.

n)       Request for 20 mph Speed Limit – Pending.

o)      Derelict Building -  Pending.

p)      Ponding, First Avenue  - Pending.

q)      Ponding, Hurst Lane/Larch Avenue Junction – Pending.

6.   Community Police Report

      PCSO Maria Pratt reported on the following: 

      Crime Statistics for June:

      2 burglaries of dwellings

      1 burglary other

      1 criminal damage

      7 other crimes (relatively low crimes including incidents at airport)

      Speed Camera – The camera was recently deployed in Branton and no hits were recorded.  It is planned to use the camera in Auckley, including the Hayfield Estate, during the following week.

      Members of Council Reported the Following Incidents:  

      Some HGV drivers are exceeding the speed limit in the early morning around 6.00 a.m. on Main Street.   

      Parking is again a problem outside the Auckley School.  Congestion on School Lane was so bad on Sports Day that emergency vehicles, if required, would have been unable to gain access.

      Teenagers were responsible for a noisy session at the Spey Drive Play Area one evening during the previous week at approximately 11.30 p.m., and the following day several members of DMBC maintenance staff were seen collecting bottles, cans, etc. left on the field.

      Members were advised that when problems occur they should ring Sheffield and an Anti-Social Unit will attend and give a warning first time.  The second time ASBO’s will be issued.  There is also the DMBC Neighbourhood Response Team which may be deployed during the day.

7.   District Councillor’s Report

      Mrs. Schofield reported that one issue of the Borough Core Strategy is to look at Green Belt Land, and there is currently none designated on the eastern side of the Borough.  The Mayor has met with

      Andy Gutherson, and Mrs. Schofield has met with representatives of CPRE to discuss this issue.  A consultation will be published shortly and Council will be able to make its comments on the question.

      Peel is to approach DMBC to amend the 106 Agreement. 

      The new Chief Executive is Rob Lees who is currently going round to meet everyone.

8.   To Decide Football Fees for 2010/2011 Season

      The pitch is currently used by  the Auckley Football Team, and the subscription fee has been £210 for the

      past two years.  Council considered this matter, taking into account the cost of maintaining the pitch and

      pavilion which totalled £1,027 for the year.

      RESOLVED  - A proposal was made by Mr. Butterfield to increase the fees to £215 for the 2010/2011

      season.  Mr. Swainston seconded the proposal, and the motion was carried.

      The Clerk to contact Veolia with regard to the goal mouths which need attention.

9.   To Consider Estimates to Undertake Tree Maintenance, Riverside Park

      ‘Need a Hand’ has divided the area into 4 zones and given an estimated price for each zone. 

       RESOLVED  -  It was agreed to request ‘Need a Hand’ to submit a fixed price for each zone in view of

       the fact that Council is obliged, under Financial Regulations, to go out to tender if any item or service

       costs more than £1,500.   This matter is to be considered at the September meeting.

10.  To Discuss Encroachment of Recreation Ground

       Council’s solicitor advises that he has successfully resolved the recovery of his firm’s fees from the

       resident, pursuant to the original Court action.

       Members discussed the current state of the area of recreation ground the resident has withdrawn his

       boundary from.  The land is rapidly becoming overgrown and unsightly and, as a result, recent

       photographs do not show clearly what needs to be done.

       RESOLVED – Following discussion it was agreed to ask for a quotation from ‘Need a Hand’ to remove

       the trees, disperse the top soil and re-seed the area.  Council’s solicitor to be asked to apply for Council   

       to be reimbursed for the work that is required to re-instate the land to its former condition.

11.  To Discuss Community Pay-Back Scheme

       Mrs. Worthington is to contact Neighbourhood Services regarding the possible deployment of the

       Reparation Team to trim and tidy the hedge alongside the Ellers Lane car park and the hedge on

       Hurst Lane.  Council was advised that it will be required to fund the labour for any work carried out.

12.  To Make Suggestions for Funding of Items/Services

       At its June meeting Council had suggested that funding from the Flexible Budget might be used to

       provide Christmas lights/decorations at the Hayfield Estate.  Following further consideration members

       also listed the steps that are due to be constructed in the Autumn at the entrance to Riverside Park, plus

       provision of some seats near the planned new recreation equipment.

13.  To Decide Items to be Printed in the Arrow Newsletter

       The following items to be displayed:

            The Auckley Show

            Dates of Litter Pick

            A thank you to members of Garden & Allotments for planting and maintaining flower tubs

            A thank you to residents for watering Eastfield flower tubs

            Council’s campaign for 20 mph speed limit

            Dog fouling

14.  To Discuss Highway Matters

       a)  Sand on Highway – It was reported there are still problems with regard to large amounts of sand

            being brought onto the highway on the wheels of lorries departing from the plant.  The Clerk to write

            and ask Neighbourhood Services whether there is any legislation under the Road Traffic Act to

            address this problem.

b)      Blocked Gullies – DMBC to be asked to inspect several gullies on School Lane that are filled with water and appear to be blocked.

c)      Damaged Sign – DMBC to be informed there is a ‘Myrtle Grove’ nameplate propped up against a

fence at Myrtle Grove.  It would appear that the sign was previously attached to a wall which has now been replaced with the fence.  

d)      Parked Vehicles – Council was informed that pedestrians have to walk on the road due to a large commercial van being parked on the footway at Ravenswood Drive.   DMBC to be informed.

e)      Map of Village – It was suggested that Council might be able to provide a map of the village and

display it on the back inside wall of the red BT telephone kiosk.  To be discussed in September.

15.  To Discuss Recreation Matters

       a)   Plants for Eastfield Lane -  It was agreed to fund some flowers to plant round the tree on the

             Eastfield grassed triangle. 

             RESOLVED – Mr. Warrender proposed a maximum sum of £25 to be spent on plants for this  

             site, Mrs. Platts seconded the proposal, and the motion was carried.

b)      Christmas Tree Socket – DMBC advises that it is not possible to fit a manhole cover, but could bank

up the soil with no charge.  RESOLVED – Members of Council agreed to his proposal.

c)       Queen’s 60th Anniversary – The All 4 All Group have suggested some form of celebration to mark

The Queen’s 60th Anniversary of her reign in 2012, and have invited representatives from Council to attend a meeting on 22nd July to discuss this matter.  Mrs. Staniforth and Mr. Fletcher agreed to attend the meeting.

d)      Suggested Landscaping of The Green – The All 4 All Group have written to suggest that the appearance of the grassed area on Main Street in front of the fish shop could be improved, and a professional landscape gardener has drawn up a plan featuring several paths, and new trees, etc.

RESOLVED – Members discussed the proposal and had no objections, but did not wish to be involved with the scheme..  The land is owned by DMBC and they are mindful of the long-term consequences of such a project.

e)       Spey Drive Play Area – DMBC to be asked to trim ivy and brambles growing up the rear fence of a

dwelling on Ellers Lane, and also to inspect several large trees overshadowing a resident’s garden.

f)        Maintenance of Pinfold  - Mr. Warrender has offered to remove weeds and tidy up the pinfold.

g)       Overhanging Hedge – DMBC to be informed of a property on Main Street where the hedge is overhanging the footway.

16.  To Arrange Interviews for Post of Handyperson

       Council is to interview several applicants for the post of  Parish Handyperson, following the retirement

       of Mr. Baker.  It was agreed to book the Auckley Parish Centre for 22nd July.  Mr. Swainston and

       Mrs. Staniforth will carry out the interviews.   It is hoped that the successful applicant will be able to

       commence work on 2nd August.

17.  Joint Regional Training Conference 24/26 September  - Noted.

18.  To Make Comments on Consultation for Joint Waste Plan – Noted.

19.  Report of Meetings:

       a)   Hayfield Recreation Project – The planning application has now been submitted.   There are some

             funding bids in the pipeline, hopefully the organisations are committed to the scheme.

             A Centre Manager is to be appointed.

       b)   PCJCC Meeting – Featured the following items:

             The Doncaster logo ‘Discover the Spirit’ is to be changed to ‘Doncaster Together’.

             The Neighbourhood Charter – is to be looked at again.

             The pilot scheme for an electronic planning consultation is to commence at Finningley in August.

             Parish Councils are to be represented at Section 106 discussions.

             Horses and Gypsies – Meeting was informed that DMBC has the powers to deal with any problems. 

c)      Airport Consultative Sub-Committee – This has been cancelled twice

20.   To Consider Planning Applications:

        a)   No. 10/01751/FUL – Erection of 1 no. pair of semi-detached houses,

              Land at 1 Oak Tree Avenue, Auckley

              Council expressed concerns that this was intensive infill development on a small cramped site.

b)      No. 10/ 01609/FUL – Erection of no.2 detached dwellings with integral double garage

‘Stonehaven’, Gatehouse Lane, Auckley

Council had no objections or comments to make in respect of this application.

c)       No. 10/01542/FUL – Erection of pitched roof first floor extension above existing garage including

dormer windows and construction of pitched roofs over existing flat roofs of detached house

Arcady’, 18 Main Street, Auckley

No objections or comments made.

d)      No. 10/10/01550/FUL – Erection of part two storey/part single storey pitched roof extension to side

and rear including ground floor conservatory to rear of detached house (being resubmission of

application 10/00181/FUL withdrawn on 11.03.2010)

No objections or comments made.

e)       No. 10/01730/FUL – Erection of first floor pitched roof extension above existing garage to side and

Restaurant (A3) at ground floor and 6 apartments at first floor, use of part of first floor within Class D2 (Assembly and Leisure) and formation of access and car park following demolition of supermarket and former RAF Families’ Office

Nisa Supermarket, Hayfield Lane, Auckley

Council was of the opinion that any improvement to the site would be preferable to the current  situation.   However, concerns were expressed that the development would generate increased traffic and whether sufficient parking spaces would be provided to cater for occupants living in the apartments, plus staff and customers of the Nisa and single unit shops

20.   Planning Applications (continued)

h)       No. 10/1649/FUL – Installation of 3 no. gates and soil bunding in order to restrict vehicular access

Common Lane, Auckley

Council supports the application in principle but has concerns as to whether motorists – particularly

HGV drivers will have an adequate turning space in front of the gate nearest to the village.

i)         No. 10/01444/FULM – Erection of new community sports facility with associated car parking,

landscaping and outdoor community play area with sports pitches

Land off Hayfield Lane, Auckley

Council had no objections or comments to make in respect of this application.
