MINUTES OF THE MEETING OF AUCKLEY PARISH COUNCIL
HELD ON WEDNESDAY 14TH DECEMBER 2011,
COMMENCING AT 7.00 P.M.
AT THE AUCKLEY PARISH CENTRE

1. Public Participation
a) Sand Deposits A resident expressed concerns regarding sand blocking drains which in turn leads
to flooding
of the highway at

4. To Approve Minutes of the Meeting Held on 9th November 2011
The minutes were approved and signed as a true record.
5. Community Police Report – No Police Officer was present.
6. District Councillor’s Report – The District Councillor was unable to attend.
7. Matters Arising from the November Meeting
a) Dangerous Wet Leaves on Pavement Near The Paddocks - These have now been cleared.
b) Request for Collapsible Bollard, Rear of Church Close – The St. Leger Homes Estate Officer advises
that the parking matter has now been resolved and therefore it is not necessary to install a barrier.
The Area Officer will monitor the situation and contact the Estates Officer if the problem re-occurs.

Rubbish,
amount of broken concrete dumped in the hedgerow adjacent to the school and this material has been taken to the ‘Dumpit’ Site.
8. To Consider Council’s Budget 2011/2012
Predicted expenditure for 2011/2012 is £120,507.00 - this includes the cost of the play equipment and
bus shelter, and predicted income is £91,944.00. Predicted expenditure for 2012/2013 is £28,093.
9. To Decide Precept for 2012/2013
Council predicted that expenditure for the next financial year would be on a more moderate scale as there are no major projects planned for 2012/2013.
RESOLVED - Following discussion, Mr. Payne proposed that the precept for 2012/2013 remains at
£28,000.00. Mrs. Staniforth seconded the proposal, and the motion was carried.

10. To Receive Update on Installation of Play Equipment
It was reported that the installation is now in its third week, all concreting of bases has been completed and some of the metal structures installed. Members of Council, Clerk and Mr. Snowden met with one of the Site Managers on12 December to look round the site and see what progress had been made.
RESOLVED – Members of Council ratified a decision made earlier at the site meeting that the equipment be examined by an independent ROSPA inspector on completion of the installation.

Mr. Butterfield proposed that Council contacts the Head teachers of all 4 schools in Auckley Parish to
invite pupils to suggest a name for the new play park. The child who chooses the winning name and the
runners-up will be able to participate in the opening ceremony.
Mr. Payne
proposed an amendment, that the area retains its original name of
no seconder for the proposal and therefore the amendment fell.
Mr. Butterfield’s original proposal was then seconded by Mr. Swainston, and the motion was carried
by a majority.
12. To Consider Publishing Architect’s Report on Play Equipment in Newsletter
It was agreed to publish the report.
13. To Receive Progress Report Regarding Bus Shelter
It was reported that the base and walls of the shelter have been constructed. The concrete roof has to be
made in one piece and left to set for 10 days before being hoisted into place, and it is unlikely that this
will take place before Christmas.
RESOLVED - Members were grateful to Mr. and Mrs. Hagan for kindly allowing the builders to site
a skip, concrete mixer, etc. on their garden during the building work which must have caused them some
inconvenience, and it was agreed to send a flower arrangement costing up to £35.00, funded from the
Chairman’s allowance.
14. Members to Suggest Suitable Schemes for Funding From Flexible Budget
The following schemes were suggested by Members:
a) An illuminated traffic sign which records a driver’s speed and flashes “Please Slow Down” if he/she
is over
the speed limit.
b) Decorative “Auckley” signs on the 3 approaches to the village.

It was agreed to write and ask for an update regarding the plant.
16. To Consider Purchase of New Printer for Clerk’s Use
RESOLVED – Members agreed to the purchase of a Hewlett Packard printer which will be capable of
simultaneously printing both sides of A4 paper and also be more economical in the use of cartridges.
This is necessary as more printing now has to be undertaken – particularly in respect of planning
applications. It was agreed to set a maximum purchase price of £300.00.
17. To Discuss Arrangements for Christmas Carol Singing
Mr. Warrender reported that the electrician who connected the Christmas tree lights has run the wires
over the ground to the tree instead of using the trench he had earlier constructed, and members of the
public could risk tripping up over the wiring. He will attempt to correct this oversight.
The Clerk reported that the Armthorpe Elmfield Band has been booked and Santa will make an
appearance. Members and Clerk contributed money towards the purchase of sweets for Santa to
distribute to the children.
18. To Consider N Power’s Response Regarding Christmas Lights and BT Telephone Kiosk
Council is still awaiting a reply from N Power regarding this matter.
19. To Discuss Application to Make The Eagle and Child a Listed Building
The Clerk reported only one response had been received following an item in the ‘Arrow’ Newsletter
asking for photographs or memorabilia connected with the building. Members are to make further
enquiries.

A reply regarding the tenancy agreement is awaited from YLCA.
One quotation has been obtained to replace the pipe, however it is likely that the Finningley Internal
Drainage Board will need to be consulted to clarify the measurement of the pipe and work on the dyke.
21. To Consider
Reply From Hatfield Open Prison Re. Work Undertaken by
Prisoners
Outwork Hatfield replies that they have a number of work parties varying from 2-15 people in size,
depending what is needed or required. A small work party up to 4 people has just been set up to do
one-off jobs in the locality whereby a Parish Council or community requires help for one day up to two
weeks. Hatfield provides all the gardening tools and supervises the party themselves. This group has
been drawn from their award-winning garden staff, so have all the necessary training in place.
Council identified the work required would be: infilling grass verges, grubbing back pavements,
trimming of trees, general litter picking, and agreed that the small work party would probably be the
best option. It was agreed to meet with a member of the Outwork Department to discuss this matter.
22. To Discuss Highway Matters
a) Remembrance Day Traffic Control – The Blaxton War
Memorial is situated on

place, however in November 2011 the road was left open to traffic which created a hazardous situation
for members of the public who attended the event.
It was agreed to write to Inspector Cowling with a request that the road is closed for the Remembrance
ceremony in 2012.

23. To Discuss Recreation Matters
a) Dog Fouling Training – DMBC Officer Mark Benton has provided information on dog fouling
enforcement and advises that Parish Councillors and staff can attend a training day on 6th January 2012

b) Public Rights of Way Meeting – The Public Rights of Way Forum held on 24th November reports that,
following circulation of documentation describing options for the diversions necessary as a
consequence of developing FARRS, Peter Haines and John Harker had requested a meeting. None of
the three affected Parish Councils had replied, and a meeting is to be arranged.
It was assumed that Auckley Council was one of the Councils mentioned, and the Clerk was instructed
to write and advise that Auckley had not been consulted, but wished to be included in any further
correspondence on this matter, together with neighbouring Parishes.
c) Specifications for Grounds Maintenance Contract – Members agreed the draft specifications.

25. To Receive Report on Meetings:
a) Airport Community Sub-Committee – It was reported that a decision will be made in January on
a possible merger of the Noise and Community Meetings.
The amount of business at the airport is stable, and they also wish to concentrate on freight.
The airport depends on the construction of the FARRS road.

b) Meeting to Discuss Section 106 Funds in Relation to Auckley Parish
Mrs. Worthington and Mr. Swainston attended the meeting and were informed that Section 106 funds
in the sum of £22,254.00 from Annington Homes will be lost if not spent in the near future.
Mr. Swainston is to speak with Mrs. Woodcock and other Ward Members in the near future to discuss possible options.
c) Location of Grit Bins – Members who attended the above meeting were asked to suggest possible locations to site grit bins in Auckley Parish. Council suggested the following: Outside the garage at Lidgett Crossroads, near the lights at the Mosham Road/Gatehouse Lane Junction, outside the Spar and Nisa Stores and outside the schools.
Members were informed that a skip will be provided each March in Auckley Parish.

It was agreed to hold the next meeting on Wednesday, 11th January 2012, commencing at 7.00 p.m.
at the Auckley Parish Centre.
